Run issuance, manage the institution template, and supervise badge activity.

This local portal is moving toward the same institution model as us.credchains.com. You can sign in with institution username and password now, or continue to use wallet-auth for operator access. Guardian accounts should use /internal/guardian/login.

Institution credentials supported
Use the same username and password issued by the cofounder flow. If this local app has not seen the institution before, include the institution address once so we can bind the account locally.
