Sign in with guardian credentials to oversee institutions across the network.
This is a dedicated guardian surface. Institution credentials belong on the institution portal, and guardian accounts should not be forced through institution binding.

Use a guardian account such as `guard0`. This flow validates backend credentials and creates a separate guardian session.
